Buying from out of state

You can buy from F&F Motors in Gladstone, Oregon from any state without coming in. You sign online, pay by bank transfer, and the car is shipped to you or picked up by you or your carrier. You title and register it at home.

How it works

  1. See the car. Every listing has photos, the vehicle history report and the Buyers Guide. Ask us for a video walk-around, or send your own inspector to our lot before you buy.
  2. Sign online. We text and email you a link. You take a photo of your ID and a selfie, read the purchase agreement and the Buyers Guide, and sign on your phone.
  3. Pay. A wire or bank transfer from an account in your name. The car and its title are released once the money is final. See paying for your car.
  4. Get the car. Send your own carrier, ask us to arrange shipping, or fly in and drive it home. When it arrives you get a link to confirm it arrived as described.
  5. Get the title. We sign the title over to you in ink and mail it with tracking, with the bill of sale and a one-page sheet for your state.
  6. Register at home. Take the title and bill of sale to your state's motor vehicle office and pay your state's tax and fees there.

Tax and fees

Oregon has no sales tax, and F&F Motors collects no tax for any state. You pay your own state's tax, title and registration fees when you register the car at home. Enter your ZIP on any car's page to see our total and an estimate of your state's tax. When you register the car yourself we charge no document fee.

Getting the car home

  • Shipped by a carrier: no permit is needed. You can hire the carrier, or we can arrange one and show you the carrier's price.
  • Driven home: we can issue an Oregon 21-day trip permit; you need insurance on the car first. Your state's own rule on driving it there before it is registered is in the list below.

Warranty

Our cars are sold as is with no dealer warranty, as the Buyers Guide on each car says. See as-is, no warranty. A few states do not let a car shipped to a buyer there be sold as is; for those the Buyers Guide in your paperwork says "Implied warranties only" instead. The list below says which.

Alabama
Tax

Inspections at home
VIN inspection: On a change of ownership the county licensing official inspects the vehicle and verifies the VIN at registration; no fee stated. If the vehicle cannot be brought in, an official appointed by the county completes the MVT 5-9 Inspection Form.
Deadline to title and register
Register within 20 calendar days of the purchase date to avoid penalty and interest. Title and register at the license plate issuing office of the county where you live. Vehicles more than 35 model years old do not need an Alabama title.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: ALDOR's pages do not address a resident driving home on another state's trip permit; the buyer has 20 calendar days from purchase to register. Alabama's own permit: The county licensing official may issue a 20-day temporary tag when a permanent plate cannot be issued right away (ALDOR Rule 810-5-1-.228); in person at the county office. Fee and conditions were not read from the rule text.

Alaska
Tax
$0 collected by F&F. Alaska has no sales or use tax on a vehicle purchase.
Deadline to title and register
Alaska DMV asks that the title transfer be completed within 30 days of the date of sale. You can apply in person at a DMV office or by mail to DMV headquarters in Anchorage.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: Alaska DMV does not address another state's trip permit, and the road route crosses Canada; most buyers ship. Alaska's own permit: Alaska temporary registration issued by DMV on Form V1 with proof of purchase (bill of sale or dealer purchase agreement); full fees apply.

Right to cancel
Alaska gives five business days to revoke a sale the seller solicited in person or by telephone and that the buyer agreed to away from the seller's place of business (AS 45.02.350). The contract carries the notice.

Arizona
Tax

Inspections at home
Emissions (some areas): Phoenix area (Area A, parts of Maricopa and Pinal counties) and Tucson area (Area B, part of Pima County); MVD requires the compliance form for vehicles 5 or more years old.
Deadline to title and register
Arizona law requires you to apply for a title within 15 days of purchase. Apply at an MVD office, an Authorized Third Party office, or through AZ MVD Now if eligible.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: No statute or agency page says whether an Oregon trip permit is honored there. Arizona's own permit: 30-Day General Use Permit, $15, online at azmvdnow.gov or at an MVD/Third Party office, once per 12 months; Restricted Use 3-Day Permit, $1, for emissions, inspection or registration trips; 90-Day Resident Permit, $15, at an office when title documents are incomplete.
Warranty
Arizona bars a used-car dealer from disclaiming the implied warranty of merchantability for 15 days or 500 miles after delivery (A.R.S. 44-1267), and the rule is not limited to Arizona-licensed dealers: the Buyers Guide is "Implied warranties only" and the contract's as-is term does not apply. A buyer who picks the car up in Oregon buys it as is.

Arkansas

Deadline to title and register
Register within 60 calendar days of the purchase date. After that DFA adds a penalty of 10% of the sales tax due plus $3 for each 10 days the vehicle is not registered.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: No statute or agency page found that addresses a resident driving home on another state's trip permit; Ark. Code 27-14-903 allows operation for up to 60 days after transfer before a plate is required. Arkansas's own permit: Temporary tag from any State Revenue Office when the dealer did not issue one: bring the bill of sale and driver license; must be issued within the first 10 days after purchase.

California
Tax
$0 collected by F&F; you pay California use tax when you register. Estimate: 7.25% to 11.25% of the price.
Inspections at home
VIN inspection: Verification of Vehicle (REG 31) by a DMV employee, law enforcement officer or California-licensed vehicle verifier; free at DMV. Emissions: Smog certification from a California station is required to register an out-of-state vehicle: gasoline 1976 and newer, diesel 1998 and newer under 14,001 lb GVWR; the newer-vehicle exemption does not apply to a first California registration; electric exempt. Separate rule (Health & Safety Code 43151): a California resident may not bring in a vehicle that is not California-certified if it is under 2 years old with fewer than 7,500 miles at acquisition; a 49-state used vehicle with 7,500 miles or more can be registered.
Deadline to title and register
Registration fees are due within 20 days of the date they become due (generally when the vehicle enters California). After that DMV adds late penalties. Submit the application on time even if something (smog, verification) is still missing.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: No statute or agency page says whether an Oregon trip permit is honored there. California's own permit: One-trip permit (REG 402T) for one continuous trip into, within or out of California, sold at DMV offices; after applying, DMV issues a 30-day Temporary Operating Permit for an incomplete nonresident-vehicle registration (60 days after a failed smog test).

Right to cancel
California gives the buyer of a used car priced at $50,000 or less three days to cancel, from the day after signing (Civil Code 1784.43, in force October 1, 2026); its dealer definition is not limited to California licensees. The contract carries the notice and F&F's terms.

Colorado
Tax
$0 collected by F&F; you pay Colorado use tax when you register. Estimate: 2.9% to 11.2% of the price.
Inspections at home
VIN inspection: Form DR 2698, required for any vehicle coming in from another state. Done by a Colorado law enforcement officer, a licensed Colorado motor vehicle dealer or a licensed Colorado emissions station. The fee is set by whoever does it; Colorado DMV does not state one. Emissions (some areas): Front Range program area: Boulder, Broomfield, Denver, Douglas and Jefferson counties and parts of Adams, Arapahoe, Larimer and Weld. Colorado DMV: required for vehicles more than 7 model years old, before registration. No separate rule for out-of-state used vehicles was found.
Deadline to title and register
Register within 60 days of the purchase date, even if a temporary tag runs longer. Late registration costs $25 per month, up to $100. Title and register at the county motor vehicle office where you live.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: Colorado DMV says the vehicle must be registered within 60 days of purchase (C.R.S. 42-3-103(1)(a)); no Colorado statute on honoring another state's trip permit for a resident's newly bought car was found. Colorado's own permit: Colorado temporary tag (temporary registration permit, 60 days) issued by the buyer's county motor vehicle office on proof of ownership and insurance; the fee is not stated on the DMV pages opened.

Connecticut
Tax

Inspections at home
VIN inspection: Every vehicle not previously registered in Connecticut gets either an emissions test (which includes the VIN check) or, if exempt from emissions, a VIN verification at an emissions station, $10 (Conn. Gen. Stat. 14-12r); bring the Vehicle Inspection Report to DMV. Emissions: Required before registration for vehicles four or more model years old; newer vehicles and other exempt vehicles get the VIN verification instead.
Deadline to title and register
Register within 90 days of buying the vehicle in another state. Registration is done in person, by appointment, at a DMV office. DMV will not register it while property taxes or parking tickets are owed.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: No statute or DMV statement found on a resident driving home on another state's trip permit; Conn. Gen. Stat. 14-12(a) fines a resident who operates a vehicle he owns with another state's number plates, and DMV tells buyers an unregistered arrival needs a Connecticut temporary registration. Connecticut's own permit: Connecticut temporary registration issued at a DMV office by appointment (title, bill of sale, H-13B, insurance card, ID) for a vehicle that arrives unregistered and still needs its emissions test or VIN verification; not issued online.

Inspections at home
VIN inspection: Vehicles seven model years old or newer bought out of state get a VIN verification at a DMV inspection lane; no separate form. Emissions: Vehicles older than seven model years get the full DMV lane inspection (safety and emissions) before a Delaware title is issued; newer vehicles only the VIN verification. Safety inspection: Full inspection at a DMV inspection lane for vehicles older than seven model years; not required for the newest seven model years.
Notary
Bill of sale showing the price: F&F signs in front of a notary (30 Del. C. 3002(b) asks for a notarized bill of sale as proof of the price; without one DMV may charge its fee on book value). Delaware does not say whether it takes a remote online notarization: use an in-person notary.
Deadline to title and register
Apply for the Delaware title within 30 days of the purchase. DMV charges a late fee after 30 days ($35 on its fee list for Delaware-titled vehicles). Title and register at a DMV office with an inspection lane.

District of Columbia

Inspections at home
Emissions: Every used vehicle registered in DC goes through the DC DMV Inspection Station (1001 Half Street SW) for an emissions inspection, valid 2 years for personal vehicles. Fully electric and diesel passenger vehicles get a non-expiring sticker; only brand-new vehicles on a certificate of origin skip it (4-year sticker).
Deadline to title and register
DC DMV does not state a deadline for titling a vehicle a District resident buys out of state (new residents have 60 days from moving in to register). If a lienholder mails the title to DC DMV, the title is returned to the lienholder if the vehicle is not titled within 60 days.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: DC DMV states no rule for a resident arriving on another state's trip permit. District of Columbia's own permit: 45-day DC temporary registration and tags, issued by DC DMV to residents whose vehicle must pass inspection before full registration (applied for on DMV-CTA-001 at a service center).
Warranty
District of Columbia does not let this car be sold as is to a consumer, and its rule may reach a sale delivered to a buyer there (the sources do not settle it, so the safer reading is used): the Buyers Guide is "Implied warranties only" and the contract's as-is term does not apply. Inspections at home
VIN inspection: Required for every used vehicle not currently titled in Florida (s. 319.23(3)). Done on HSMV 82042 or section 8 of HSMV 82040 by a law enforcement officer from any state, military police, a licensed Florida dealer, a Florida notary, or a tax collector/DMS employee. An Oregon dealer cannot do it, but an Oregon police officer can before the car ships. No state fee.
Deadline to title and register
Apply for the Florida title within 30 days after the vehicle is delivered to you. After 30 days Florida charges a $20 late fee.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: S. 320.37 exempts only nonresident owners properly registered at home; no statute or FLHSMV text was found on a Florida resident driving home on another state's trip permit. Florida's own permit: Florida temporary tag from the tax collector: 30 days for a casual or out-of-state purchase situation, or a 10-day tag to get a VIN verified or the vehicle weighed (s. 320.131). Inspections at home
Emissions (some areas): 13 metro Atlanta counties: Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding, Rockdale. For 2026 registration, 2002-2023 model year gasoline cars and light trucks up to 8,500 lb GVWR are tested; the three newest model years and vehicles 25+ model years old are exempt. A passing certificate is needed to register.
Deadline to title and register
Register within 7 business days of the purchase date when the seller is not a Georgia dealer (fines up to $100). Title and tax must be done within 30 days: after that Georgia adds a $10 title penalty and 10% of the tax, plus 1% for each further 30 days.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: O.C.G.A. 40-2-8 has no provision on a Georgia resident operating on another state's temporary permit. Georgia's own permit: County tag office 30-day Temporary Operating Permit for a vehicle bought from a source other than a Georgia registered dealer, valid 30 days from the purchase date (O.C.G.A. 40-2-29, DOR manual). In person at the county tag office; registration requirements such as insurance must be met.

Hawaii

Inspections at home
Safety inspection: A Hawaii safety inspection at a certified station is required. On Oahu the car first 'fails' for lack of Honolulu registration, the owner registers (or gets an out-of-state permit), then returns within 30 days to pass.
Deadline to title and register
Transfer the title within 30 days of the seller's transfer date on the title (60 days if your lienholder has no office in Hawaii), or a $50 penalty is added. On Oahu a vehicle arriving on Oahu must also be registered (or get an out-of-state permit) within 30 days of arrival. Other counties set their own rules; check with your county.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: Not applicable in practice: the vehicle is shipped, and the Oregon trip permit only covers the drive to the port in Oregon. Hawaii's own permit: Honolulu out-of-state vehicle permit (Form CS-L(MVR)27) as an alternative to Hawaii registration, obtained at a satellite city hall within 30 days of arrival; not a transit permit, since the car arrives by ship.
Warranty
Hawaii requires a dealer warranty on a used car sold in Hawaii unless it is 5 or more model years old, has over 75,000 miles or costs under $1,500 (HRS 481J); whether a car shipped from Oregon is "sold in this State" is not settled, so a newer, lower-mileage car goes with the "Implied warranties only" Buyers Guide and no as-is term. A buyer who picks the car up in Oregon buys it as is.

Idaho

File the title application with a county motor vehicle office within 30 days of the vehicle being delivered to you to avoid a $20 late-filing penalty.

Inspections at home
Emissions (some areas): Chicago and Metro East areas: Cook, DuPage and Lake counties and parts of Kane, Kendall, McHenry, Will, Madison, Monroe and St. Clair (by ZIP); most 1996 and newer gasoline vehicles once four model years old. Not needed to title; Illinois EPA sends a notice before renewal.
Deadline to title and register
Apply for the Illinois title within 20 days after you receive the vehicle and the assigned title; no title late fee is stated. Form RUT-25 and the use tax go with the title application and are due within 30 days after the vehicle is brought into Illinois, with Department of Revenue penalties if late.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: 625 ILCS 5/3-402(B) reciprocity covers foreign-registered vehicles of nonresident owners; nothing states whether an Illinois resident may drive home on an Oregon trip permit. Illinois's own permit: Temporary Registration Permit (TRP), 90 days, issued by a Secretary of State facility, remittance agent or currency exchange once a valid registration application is filed (625 ILCS 5/3-407).

Indiana

Inspections at home
VIN inspection: Every vehicle coming in on another state's title: Physical Inspection of a Vehicle, State Form 39530, done at any BMV branch or certified provider, or by a police officer (IC 9-17-2-12 lets the officer charge a small fee). Emissions (some areas): Lake and Porter counties only: vehicles built after 1975, 9,000 lb GVWR or less, except the four newest model years; every two years.
Deadline to title and register
Apply for the Indiana title within 45 days after purchase; a $30 administrative penalty is added to an application received later.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: IC 9-18.1-2-5 exempts nonresidents' foreign-registered vehicles; nothing says whether an Indiana resident may drive on an Oregon trip permit, though the 72-hour rule in IC 9-18.1-2-8(4) covers the last leg home. Indiana's own permit: Temporary delivery permit from the BMV: 96 hours, $18, proof of insurance, to drive an untitled vehicle to home, storage, an emissions station or a license branch (IC 9-18.1-12-3). Also by statute a buyer from a seller who is not an Indiana-licensed dealer may drive for up to 72 hours after acquisition by the most direct route to home or storage (IC 9-18.1-2-8(4)).

Inspections at home
VIN inspection: MVE-1 Motor Vehicle Examination by the Kansas Highway Patrol at one of its inspection stations, required for any vehicle on an out-of-state title regardless of age (K.S.A. 8-116a(b)); $20. The buyer takes the vehicle and title and gives the MVE-1 to the county treasurer.
Deadline to title and register
Apply within 60 days of the date of purchase (the day the title was assigned to you), at the county treasurer's motor vehicle office in your county. A late penalty is added to the fees from the 61st day.
Getting it home
Shipped by a carrier: no permit is needed. Driven home: The Kansas reciprocity section (K.S.A. 8-138a) covers nonresident owners only; nothing found on a Kansas resident driving home on another state's trip permit. Kansas's own permit: Sixty-day temporary registration: K.S.A. 8-135(b) says a buyer may not drive during the 60 days allowed for registration 'without having applied for and obtained temporary registration from the county treasurer or from a dealer'; the permit is $3 and needs proof of ownership (K.S.A. 8-2409). the county issues only a one-day inspection permit for an out-of-state purchase.
Warranty
Kansas voids any as-is or implied-warranty disclaimer in a consumer sale and reaches suppliers outside Kansas who sell to its residents (K.S.A. 50-639, 50-638): the Buyers Guide is "Implied warranties only" and the contract's as-is term does not apply. A buyer who picks the car up in Oregon buys it as is.

Kentucky

Inspections at home
VIN inspection: KRS 186A.115: every vehicle brought into Kentucky is inspected, with the title application and documents, by a certified inspector at the sheriff's office in the county of application before the clerk takes the application; fee $15 for an individual, plus $20 if the inspector travels to the vehicle.
